Trust me, in a few months/years time, we will hear another report saying that "since the Bush administration allowed this certain act, then we are just abiding the rules therefore we don't see anything illegal in building these large nuclear plant beside the amazon." and later we'll see that one of the proponents for the establishment of the industrial plant is somewhat related to Bush. oh well, what can I say, the ESA clearly speaks that non-government agencies are not "qualified" to make scientific statements because they are not fully "equipped" with the right tools... what a piece of glo-BULL warming!
